Windows 10: File System Error -2147219195 when using wsreset or opening photos

Originally I was attempting to solve a problem where I would get File System Error -2147219195 when opening the photos app. One of the solutions I tried was to use powershell to uninstall the photos app and then reinstall it through the Microsoft store. However, the Microsoft store does not open and any time I try to run wsreset, I get the same error File System Error -2147219195. I've tried Repair/Reset in the settings for both the Microsoft store and the photos app and neither of those solved the issue. Additionally, all of the other fixes I've found online don't seem to fix the problem

I can't open any pictures I have on file through the Microsoft photos app. I'm always getting the error below, anyone knows how to resolve this. Thank you.

File system error (-2147219195) Store and photos app not opening

Anytime I attempt to open a photo/the photos app, or use wsreset.exe I get File system error (-2147219195). I've attempted to reset and repair both the Microsoft Store and the photos app and it has not fixed the problem. Attempting to open the store or the photos app does not result in the file system error (-2147219195) popup, but nothing happens. All of the fixes I've looked at online haven't managed to solve my issues either.
