Windows 10: Find My Device isn't Working

Everything is set up correctly: find my device is on, location services and location is on, Maps apps can find my location as well as google chrome. However, account.microsoft.com/devices shows an error "We can't find your device" and tells me that last location was from 5/13/17 (3 months ago)
I did not play with any options that'd disable this setting, so I don't know why it can't find me. I tried:
updating windows (currently up-to-date)
restarting
shutting down-turning on
turning off each setting and turning on again

Nothing worked so far.

find my phone isn't working

when i select find my phone on the windows phone website, after logging in, it re-directs me to my windows phone information page, and the site isn't finding my phone! can anyone help me out?
