Windows 10: Firewall refusing to turn on

A while back, all my windows apps got deleted. I immediately thought it was a virus, and tried to find the cause. I deleted all my apps that weren't from trusted developers, and tried to redownload the windows store using powershell. I was given an error as my firewall was off for some reason, and I couldn't enable it because BFE was off. I got given an "Error 5: Access is denied" when trying to activate it. After several futile attempts to re enable it, I decided to complete a full re install of Windows. At first, it worked great, but soon everything repeated itself. Using safe mode, and a program that resets permissions, I was able to re enable BFE, but now I am no longer able to change default apps. All the default apps reset, and I can no longer change them back. Not to mention, I am given "You'll need a new app to open this windowsdefender" upon an attempt to open Windows Defender. Attempting to enable firewall throws "Windows Defender Firewall can't change some of your settings. Error code 0x8007045b". I have been trying to fix this for days, and really don't want to have to re install Windows again. Any help would be appreciated, thanks!

WiFi refuses to turn on

A quick question before we proceed:

Is your computer airplane mode is turn on?

I suggest you to go to the follow the below step and check if you’re able to toggle the Airplane mode:

• 
  Go to settings and click on Network & Internet.
  
• 
  Go to airplane mode and toggle.
  

I also suggest you to check if the function key for Wi-Fi works or not. Kindly
Refer to your computer manual to check which function key do so.

Usually, Windows Firewall shouldn't be in turn off state unless you have another firewall turned on. Turning off Windows Firewall might make your PC (and your network, if you have one) more vulnerable to damage from worms or hackers.

To turn Windows Firewall on or off:

  In Search, type firewall, and then select
