Hello feature in Windows is not working

Your Surface Pro 4 is affected by the TPM Vulnerability. If you look at the
ADV170012 Advisory in the heading “Recommended Actions” you will see a reference to your Surface Pro in section #4, it is quoted below.

“4. Apply applicable firmware updates

If your hardware is a Surface device, firmware updates are yet not available as of October 10, 2017. Microsoft is working to make firmware updates available for following affected devices and will provide links to the updates when they become available.

Is your camera completely not working or just not working with Windows Hello?
If it is not functional with Windows Hello only I suspect that the problem is with the TPM.

Try using the tpm.msc command in search window.

 

Trouble upgrading Surface 8.1 to 10

If its a Surface RT or Surface 2 model, it cannot run Windows 10. Only the Surface Pro, Pro 2, Pro 3 and Surface 3 can run Windows 10.

Microsoft did provide an update for Surface RT devices that provides some of the Windows 10 functionality:

Only found it had been installed by going to advanced options in updates, but number is not listed, has it been integrated into one of the KB,s ? see att,s
