Windows 10 upgrade problem - 0x80070428 - 0x3001A

Hi, when upgrading to Windows 10 from Windows 8.1 I am getting the following message: 0x80070428 - 0x3001A - The installation failed in the FIRST_BOOT phase with an error during BEGIN_FIRST_BOOT operation.

I have tried the install over a dozen times now, using the MCT, an ISO, Windows Update. I have tried resetting Windows Update, removing all USB devices, upgrading all drivers and firmware. PC is an HP 800 Elite - Corei7 - 16Gb RAM - 256Gb SSD. I have upgraded
over 150 PCs on our domain with exactly the same build with no issues. The only software on it are printer drivers, iTunes, Office 2016, MS Intune, Samsung Xchange, all of which upgraded fine on other PCs.

Out of the 150 PCs, I have only had 2 upgrade failures, just this one happens to be our Managing Directors's PC, so it is quite urgent.

Can anyone help?

Can't upgrade Windows 7 to Windows 10. Getting 800704B8 3001A

Fill out the System Specs in My Computer.
Ram, Hard drive(s), Video, anything else plugged in?

Check the log file in \$Windows.~BT\Sources\Panther\, see what error is indicated. If not sure post the log here.
