Windows 10: Fixing UWP/Start Menu/Notification Center, a year after update that broke it

Hi, I am having basically the exact same issue as this thread, but 1) it's locked and 2) I don't see an answer in there: https://answers.microsoft.com/en-us...art-menu/0909c302-8c68-4459-af87-71ca787327fb


My work laptop stopped working last summer after a Windows Update (like the posters in that thread, I had multiple language packs installed) and I temporarily switched to a different one. Now I need to get some files off my old laptop but it's basically unusable. Plus, I can't run backup & sync.


I did an in-place Windows 10 reinstall which fixed some corrupt files issues I identified through the System File Checker, but it didn't fix my UWP problems. I also ran the Startup Repair Tool (no issues found), updated all my drivers, etcetc...


I tried reinstalling all of my Windows apps but I'm getting the following error:

Trying to reinstall Cortana through powershell freezes up my computer (Event Log).

I have no idea where to go from here. Please help - and thanks in advance!

Latest Windows Update broke Start Menu, Notification Centre, and all UWP apps including the Microsoft Store

The latest Windows Update broke the Start Menu, Notification Centre, and **all** UWP apps including the Microsoft Store!!! Previously, a different update broke **all** UWP apps on another one of my machines a few weeks back. I have done some research on
this and found that others have had the same issue and that it has to do with having multiple languages installed, which is my case exactly on both of the machines that have failed. Yet Microsoft's stance on this issue is to reset affected machines and start
over. That is completely unacceptable. This is incredibly serious yet Microsoft has done nothing and now the issue is propagating. Windows has become incredibly unstable and is costing users their precious time and money. Please Microsoft, test better!!!

UPDATE: Left-click pop-ups do not appear for various system tray icons either, for example, network, volume, and calendar/clock. In fact, Action Centre doesn't function at all. Thank you Microsoft.

 

Keyboard, Notification center and start menu deactivate

I am running 14393.187, current build. Several times, at least 4 per hour, I need to press ctrl-alt-delete, press the task manager key TWICE, then cancel task manager to get keyboard, start menu, and notification center to respond to a click.

• It's not the mouse battery (it does the same with multiple batteries
• The keyboard sometimes is affected as well
• support has reinstalled store apps and shell experience.
• I've even done an update in place
• This occurs on multiple user accounts on this machine
• dism and sfc have all run and not found problems

My question is, "Is anyone else experiencing this on 14393.187?"

There are various factors why your Windows Start menu, Cortana, Notification Center, image viewer was not working. It can be due to corrupted system file or corrupted profile account. To isolate your issue, kindly answer the following questions:

• Have you made any recent changes prior to this issue?
• Did you get any error messages when you tried to open your Start menu and Cortana?
