Windows 10: Flickering screen

I have been plagued with 3/4 of my screen flickering and it is driving me insane! I have tried all of the recommended fixes numerous times to no avail, ie updating and uninstalling display driver, uninstalling and reinstalling apps, etc. etc. As a last resort as recommended today I did a system restore and guess what still flickering! I have a 4 year old Dell Inspiron Desktop AIO 5488, always kept up to date and virus/spyware free. This started about six months ago and at some point it stopped after following recommendations but I have no idea what stopped it. A couple of months ago, back again, slowly working up to a "crescendo", almost looks like a coloured receipt, faint longitudinal coloured lines. We cannot see any problems with the screen itself. At my wit's end, is there anything else I can try or should I bite the bullet and buy a new PC?

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
