Windows 10: FN keys reversed on itself

Hi, just a few hours ago when I clicked on F2 I was getting my volume down but now I have to click on FN+F2 to do so. I read on the internet saying I need to enter the BIOS and I tried that but I did not have a configuration tab or Action key mode tab in my BIOS settings. Tried the Esc+Fn, nothing worked. I'm lost. Asus Zenbook

FN keys are reversed

Toshiba seems to have a utility that governs the FN Key functionality Open: ProgramFiles\Toshiba\Utilities run: TACSPROP by double clicking it Activate the box " Fn use sticky key", make sure the box "Fn key twice to lock" is on and apply settings. Now
the Fn key toggles on/off by hitting the Fn key once/twice shortly.

Recently I must have messed up my FN functions to be reversed, causing me to have to hold FN to change volume, brightness, etc. Is there any way to reverse this back to normal on Windows 10?

FN key always on

To clarify, I was saying "Accessibility" features maybe be controlled via the BIOS, not the Fn keys. And one of the Accessibility features makes the keys "sticky". This allows folks with some disabilities to press, for example, the Ctrl key, then the Alt key, and then Del in sequence instead of all at once. Same with the Fn key. The sticky feature would let you first press the Fn key, and then the F9 key (for example) and not Fn + F9 at the same time to enable/disable whatever Fn + F9 does with that notebook (it is the touchpad on my Toshiba).
