Windows 10: Folder contents not updating when new files are created

Whenever an application creates new files, the files are not shown until I manually refresh the folder contents (F5).

Typical scenario is downloading a file with Chrome. After the download finishes, I click "show in folder" and my Downloads folder opens (or is activated if it was already open), but the file is not displayed at all or is displayed after 5-10 seconds. If I click "open when finished" on an unfinished download, it will take 5-30 seconds after the download finishes for the file to open.

Note this is not specific to Chrome; Sublime, WinSCP and whatever else produces files behaves the same. Even just copying files from one folder to another (which might be due to me using TeraCopy instead of native win copy).

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
