Password reset disc

I bought a new password reset disc for Windows 7, and it appears that my computer does not recognize disc. It all because I forgot my password.Can you help ? I put in a USB flash drive first. I tried to make a reset password from there, just to find out
I needed a password reset disc. It stated this is not a password reset disc. I need to know what to do. I have an error message that says Windows failed to start. A recent hardware or software change might be the cause.The three options below that statement
did not help when I tried them.
