Windows 10: Frequent "Semi-Freezes" on my Windows 10 laptop

Hi, I have a problem with my laptop running Windows 10. The laptop came with Windows 8 two years ago, and I later upgraded to Windows 8.1, and this summer to Windows 10, and this November to Windows 10 Fall Update (1511). Since the Windows 10 upgrade this summer, I have noticed a frequent "semi-freeze" problem, namely, from time to time, some applications will fail to start or do any meaningful work. The system still behaves as if it is normal (I can move mouse, type in the existing windows, click on icons, roll up and down existing web pages), however, if I want to play a movie or a music (either inside the existing browser window or by starting a new application), it does not play (the existing apps will just show something like a "wait icon" forever, and the new app will not start), and this applies to local media files as well as internet media; if I want to start some app (for example Firefox), it shows an hourglass icon and does not start, and so on and so on. The way out is to do a reboot (the "power" menu still responds), but then after a while this happens again (I have not been able to discern a pattern on when it will happen, though). I have checked my audio and video drivers and they all report to be the latest version. This never happened before Windows 10. Can anybody help me with this? Thanks!

petrib is correct. It is a shortcut to SIM numbers.

Numbers on your SIM might not be in the position you think. Just because they appear sorted in alphabetical order in the contacts list doesn't mean that they appear in that same order on the SIM. On the SIM they appear in the order in which you input them,
unless you delete a number in which case the next one entered takes its place.

When I click a certain number on keypad on any NOKIA mobile
Then click the symbol " # ", then a number of
a contact "in my contact list" will be appeared.
Is there anyone know how is that???
