Windows 10: Fresh Start Questions + 0x80070057 and 0x800f0831 errors

So ive trying to update windows for a long time and ive been trying EVERYTHING ive been recomended to do. So the one last thing I have left to do is reset my computer. I was thinking about doing the fresh start, and having it keep my personal files. So here is where the questions start.

Will the fresh start fix my computer from updating to future updates? Again the errors im getting is 0x80070057 and 0x800f0831

And the BIG thing I was confused about was these things that it wanted to delete. These are under the apps that are going to be deleted and they seemed kinda important. Is it ok if the following things are deleted? because they seemed important:

Windows Update Refuses to install (Error 0x80070057) and (Error 0x800f0831)

My laptop will not install the newest Windows update. I've run the troubleshooter, retried installing it, and ran the recommended code in the command prompt (Like DSIM?) None of this has worked, and now it says my laptop is "missing
important security and quality fixes." I have no idea what to do now, and I need help.

Again the error is (0x80070057) and (0x800f0831)

Hello try the DISM method just follow these steps:

1. Open Command Prompt, to do this right click on the start button and choose Command Prompt (Admin).

2. In the command prompt type:

dism /online /cleanup-image /restorehealth

and press enter

This will scan and fix the corrupted system files of your device.

If DISM doesn't fix the problem then try to this suggested fix by Microsoft:
