Windows 10: Frest Start's effect on Office Licenses/keys

Hi all, I did some browsing here on the sub and on windows' official website for an answer but haven't had any luck to my question. Here's my problem.

I would like to run Fresh Start to reinstall windows 10. I've been having some issues with booting, where it would boot to a black screen and not allow me to log in, as it should. Even if I let it sit for 20-30 minutes. Other issues include it take 5 mins to power down; and also after i DO log in, it can take 10 minutes or longer before it becomes truly responsive, aka, doesn't freeze for 20 seconds at a time before it allows me to right click. (I've turned off many bootup programs, its just incredibly slow much of the time, the computer is about 3 years old.)

My concerns are what, if any files are saved from Fresh Start. It says that it will "keep your personal files and some windows settings, and removed some of your apps."

What files does that mean? Things in the "My photos" and "My documents" folders?

In addition, I have office installed, and I need one note for school. My friend has a number of licenses, and gave me one. If I reinstall windows 10, will I need to use a new key from her account? It looks like we've used all of the available keys. (we installed via windows website, it wasn't a real key that I put in, so much as I clicked "Yeah lemme install that bad boy" and it went "Alright, minus 1 license!")

And lastly, I have visual studio 2019 installed. I can easily reinstall that, no problem, Just worried my programs (read: homework) wont be deleted)

As initial troubleshooting steps I suggest you to install the latest windows 10 updates, please follow the steps to install all the windows updates.

If you want to check for the update now, select the Start button, then select
Settings > Update & security >
Windows Update > Check for updates.

We suggest you to try changing the visual effect setting. To Change your Visual Effects Settings in Advanced System Settings refer the below steps,

I'm thinking option one is going to be my only option. I'm fine with that as long as I can get Outlook to work with my ISP's pop3 e-mail. Last time I tried that with the new 2016 install I could not get it to work, no way no how. All the same settings that work with the ISO install?

EDIT: I should mention, for me as far as I know, neither of these options are a subscription. They use two different keys but they are perpetual one time activation licenses. I only ran the new download briefly though, as I could not get outlook to work. I bailed and went back to what works.
