Windows 10: Friend Accidently put System32 on Controlled Folder Access and can't use computer now

    Hi, a friend told me that their dad added the System32 Folder to Controlled Folder Access. Now the computer is unusable. Is there anyway to fix this so that he can use the computer again or do we need to reinstall the computer?

    How to gain full control over the system32 folder?

    Thanks for your replies and concerns.

    If I type this in Windows PowerShell

    I should get a list on screen of all MP4 files on my C drive. The file extension is irrelevant. Instead, I get this:

    That is, I do not have permission to access RtBackup which is a folder in system32 and so, I am prevented from working as I should be able to in PowerShell.

    If it's possible to have full control over that RtBackup folder - without having control over the entire system32 folder, - then that would be fine.

    How would I do that, please?
