Windows 10: Frozen task bar on start up

    my task bar is frozen.

    Since the windows 10 latest upgrade in 2017 my task bar is frozen. I have tried all of the suggestions from the 2015 posts. None of them worked.

    Thank you, Arnold.

    Just one problem, the first instruction to perform the clean boot is, "From Start, search for
    msconfig."

    I can't see how to get "Start" up because the task bar is frozen.

    cortana/task bar/start menu frozen

    My Lenovo laptop running Windows 10 is suddenly having an issue where the task bar, start menu and Cortana search box are all frozen. The mouse pad is working but when I hover the arrow over the task bar, start menu and Cortana search box I can't click.
    I can, however, click programs/apps that I have shortcuts to on my desktop. I turned the machine off and on several times and it didn't help. I think this might be a Windows 10 update issue.

    Any ideas for a solution??
