Windows 10: Get "Feature transfer error" 1603 Fatal error during installation, consult windows...

Had to replace my old laptop, so used zinstall to transfer all my old programs to the new laptop same model 3 years later. Most programs worked fine. Have a high end program from Tektronix for a USB spectrum analyzer that was missing some files. Tried uninstalling the TEK programs and the VISA programs it uses. It didn't like the order or somehing and left some clutter. Finally install/uninstalled some of the lower level programs and got the registry cleaned up but still won't install the new program SignalVU-PC.

Tried doing a clean boot, by disabling a bunch of startup programs, to no avail.

Was trying to do a USB flash boot but it kept going straight to the windows graphic.

I am trying to uninstall a programm, on windows 10. The programm is an acsi campsite programm. I keep getting the message

feature transfer error

error - 1603 fatal error during installation

consult windows installer help (Msi.chm) or <MSDN for more information.

I have tried these but can find no solution to this problem.

Error 1603

Error 1603 generally occurs due to installation errors or corruption of the setup during installation or uninstallation (in most of the cases) although there are many other reasons too. And for this reasons only there is the popping of the "ERROR 1603" dialogue
box. Here are some of the ways to fix the problem :-

1. Close Background Software
2. Check the Software Is not Already Installed
3. Check That There’s Enough Hard Drive Space for the Program
4. Open the Program Install and Uninstall Troubleshooter
5. Erase Temporary Files From the Windows Temp Folder
6. Restart the Windows Installer Service
7. Edit the NtfsDisable8dot3NameCreation Registry Value
8. Grant Full Control Permission to Installation Drive

During installation of Flight Simulator X and before the end of installation I got this message

( Error: 1603 Fatal error during installation

Please sir assist me to resolve the above error plus error 1722
