Windows 10: getting error during system update- Install error - 0x80070103

while trying to download regular system updates, I am getting error for following updates. for all pending updates I am getting same error code : "Install error - 0x80070103"

Windows Update keeps listing an available update, but when I run Update, I get an error: Intel - Net - 12.18.9.20 Install error - 0x80070103

I run the Windows Update troubleshooter (the one in Windows, not the download mentioned in so many articles with the broken link), and it finds a problem, and says it fixed it, but the problem persists. I attached an image of the issues below.

I have tried

• uninstalling the Intel adapters in Device Manager
  
• the process of renaming catroot2 and SoftwareDistribution as in this post
  
• ran system file checker, it found and fixed corrupted files
  

Nothing has worked.

In Device manager I don't see any Graphic adapter to uninstall.
