Windows 10: Getting "We couldn't complete the updates, undoing changes" message when attempting to...

As the title suggests, I have been getting errors trying to install a windows update, where it undoes the changes during install while I am restarting. I have attempted scanning and repairing all my files, I have tried clean booting my pc, I have tried reinstalling windows onto my pc. Looking at the CBS logs, I cannot determine the root cause, so I have attached a zip of the CBS logs for reference here.Some useful info from the CBS.log file that I could not decipher.2024-11-08 14:24:59, Error CSI 00002260@2024/11/8:21:24:59.302 F CMIADAPTER: AI failed. Couldn't complete Updates - Undoing Changes

On an older machine, the restart after applying KB4048955 results in multiple attempts at installing "something", additional re-starts and finally the message it couldn't complete the updates and was undoing the changes. When the machine eventually re-starts, this update is still being offered and the machine is - again - requesting a restart.

MS offers a total of 8 different version of this update for manual download and install. This machine has an AMD Phenom II X4 965 processor so I downloaded both, the Delta and the Cumulative Win X64 version of this update and attempted to install the update manually. Everything appeared to go well but again, re-starts were required and those restarts, again, ended up with roll-backs.
As this goes on "ad infinitum", I turned off updates in the hopes this will get fixed eventually but the machine keeps insisting it requires a re-start - which then gets rolled back e.t.c. e.t.c.

Windows Update Troubleshooter was not able to resolve the problem. SFC /scannow reports everything is fine.

And finally: The update apparently was installed at least once but one of the roll-backs must have un-installed it: It is no longer listed.

I suggest you to run the Windows Update troubleshooter and check if it helps.

Windows 10 has a built-in troubleshooter to check and fix issues with Update. I would suggest you to run this troubleshooter to check if the issue is with your Windows update.

Refer these steps:

  Change the view by option on the
  top right to Large icons.
  
• 
  Click on troubleshooting and click on the
  view all option on the left panel.
  
• 
  Run the Windows Update troubleshooter.

I've got the same issue and following on @Arthur's suggestion, I had a look at my user SIDs in the registry under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList and some of them belonged to users that no longer existed in the system (I had previously removed them).

I've removed the dummy entries (luckily there were only a couple) and the update worked.

PLEASE save yourself some trouble and backup the registry before trying that.
