Pop up says window is blocked and has Trojan virus. Says not to shut down or restart computer and virus will spread and all files will be deleted. Is this a scam? If not how do I resolve this?

I have a pop up window that says "Access to this PC has been blocked for security reasons. Contact Windows Support 855-589-3303 (Security Helpline)" Question: Is this the real number for Microsoft, or is this a way for malware to enter my PC?
