Windows 10: GPO for UAC

Hi all - new to this forum and not very technical, so please forgive.

We have security settings set for high on a Win10 Enterprise platform. An old legacy platform that users need to use insist on writing to the users /temp folder (which is not possible with the settings). Is there a way to create a GPO for letting the application system account write to the users /temp folder and still remain security settings high? I am challenged by the Business to lower the settings for the entire environment which is a very high risk in my opinion. Changing the application to write elsewhere is up hill. Any suggestions?

GPO to enable UAC and set to Level 3

"Ah but you forgot, if you're a local admin, you can go change the GPO to re-grant yourself access to turn the firewall back off/on/whatever". I stated that above but the GPO even affects local administrators.
It should be greyed-out until I decide to change it and this UAC isn't greyed-out.

Wow. I didn't think finding an answer to theis would be that hard but I have Googled until I am blue in the face and there is no answer....

Is there a GPO that will enable UAC and set it to Level 3?

I suggest you to disable the UAC-(Select the bar as shown in the below screen shot) and check with the issue. To open User account control settings, follow the steps:

• Click on the search bar on the taskbar.
• Type User account control settings.
