Grant permission for ipconfig /flushdns to user using least privilege

Somehow I set it up so that my standard account on my Windows 7 computer can use IPCONFIG /FLUSHDNS.

I cannot remember how I did it. I just got a new Windows 10 computer a little over a month ago and just had to reset my router and now I need to perform IPCONFIG /FLUSHDNS in order to get the internet working again. Yet when I tried it on the Windows 10 computer it told me I needed elevation.

How do I set it up so I don't need to use runas administrator to do this?

I also want to give such a permission to a rather dumb user that I do NOT trust with the admin password (She'd install malware when prompted by websites to "update a plugin" or the like if I did) so that I can tell her to do that when I'm not around. Thus I need to use least privilege.

It's already done on Windows 7, but I'm searching and can't find how I did it with 5 minutes of searching. Maybe the website that told me is gone or the article was taken down.

I'm trying to set it up on Windows 10 and both computers are using Professional.

    :)

Need Help With Windows Permissions Control Issues

Taking ownership can sometimes just be the first step. You may then need to add your account to the list of those that have permissions and grant yourself full control. On the Security tab, to change permissions, click 'Edit', then click 'Add' to add your account.

  3. annoying pop up: "user accounts...use the list below to grant or deny users permission"

This pop up keeps re-appearing. How do I deactivate it? It's not the one that notifies me if a program wants to make a change to the computer. It says: "user accounts...use the list below to grant or deny users permission"

I have tried changing passwords, etc. it just keeps popping up.
