Windows 10: Halo Wars 2 will not run on my surface book 2 13.5" w/ i7

As the title states, the game will not run. As soon as it attempts to contact Halo Wars 2 server it closes with no error message given. I've uninstalled and reinstalled the game with no change.

Halo Wars 2

I'm running Windows 10 Pro build 10586.1007, when I try to install Halo Wars 2 I get an error Halo Wars 2 requires Windows 10 version 14393 or better to run. Very frustrating as a bought Windows 10 to specifically play this game. I've checked for Windows
updates and I have none to install

I got a promotional code for Halo Wars 2. I did all the processes and the questions they asked. I finally ended up getting the game. When I click the link that says "Play on your PC," it takes me to the app store where it says "The thing you're looking for
isn't here. We probably don't have it, but just in case, try searching for it." Then when I open up Halo Wars 2 on the app store, it says, "Halo Wars 2 is currently not available." What do I need to do in order for this game to run?
