Windows 10: having an issue uninstalling turbo tax

I cannot get my turbo tax premier 2018 to update as it says unable to install updates,

TurboTax/intuit said to remove it and reinstall.. well I have clicked on the turbo tax "remove and unstall" and it does not uninstall..

Why?

Problem with turbo tax

I am trying to run Turbo Tax 2018 but it keeps crashing when saving the file. Spent an hour on the phone with Turbo Tax and they have suggested that this could be a Windows problem. Any thoughts?
