Having issues with display output after installing graphic card.

I'm building a cheapish gaming/home office PC and have ran into my first issue. It's a 7020 optiplex mini tower with a 4690 i5, 16 gb ram. I replaced the psu with a gigabyte 450w bronze. My brother had a leftover card he used for bitcoin mining several years ago rx 570 single fan blower style he gave me, he said he reset the bios to stock. My issue is when I installed the card I get no video output from either the cards hdmi port or the motherboard VGA port? With the card out of the pcie slot it boots as it should with display from the motherboard VGA. What am I missing here? Can someone tell me how to reset/check the cards bios? I also ordered a DP to hdmi adapter to double check the cards other ports. I've tried reseating the card and it also appears to power on fans start and the card warms up after system start

    Windows 10 64 bit

I also downloaded the rx570 recommended drivers

    :)
