Windows 10: Help! Brand new laptop slow cold boot at 70 Seconds to login screen

Hello,

I am really need some expert assistance here.
I just bought a brand new gaming laptop everything is fine except for cold boot and shutdown are very slow.
I tried google to get some insight on how to fix it but none of the basic method fix my issue.

Tried turn on/off fast start from BIOS and system config.
Disable all start-up programs
Disable all non-Microsoft services

I installed the Windows Performance Analyzer and ran a boot test CPU usage. The result shows Session Init, Winlogon Init, Explorer Init and Post Boot are 17 seconds each boot phase. I have no idea what to disable to improve the boot speed. I attached the result as a reference.

Ok, let the powershell command run overnight
If the command didn't solve the problem, the try these steps in order:

1. Disable superfetch service
   • Empty the following folder c:\Windows\Prefetch\
   • Restart the computer
   • Si ça ne marche pas, passer à l'étape 2;
2. Disable the AppXSvc from the registry: change the "Start" key value from 3 to 4 (see the screenshot)

Windows 10 1903 - always crash on first boot on login screen with new

It happen repeatedly in cold boot but only when plugging new gpu. Crash is on login screen,and then fine.Its my second new gpu with new psu and the same crash on login screen for the first time on cold boot. On first card was the same crash.
