Windows 10: Help required on error code 0x80070424

This error has become persistent now, even after formatting my PC twice. I have Googled this error, and the resolved searches on this site don't help. I have attached images of commands performed from previous help threads from this site.


Let me explain


Hardware

Custom build PC with an MSI gaming motherboard Z370-A PRO, Intel i7 8700K, RTX 2070 GPU, 16GB Ballistix RAM, Corsair H80i liquid cooling, Corsair 1800W power supply. I have pasted the CPU with Thermal Grizzly, no abnormal temperature issues. Monitored every aspect of hardware, no issues. The reason I have mentioned hardware is because MSI and Corsair provide custom monitoring tools for temperature. There is no OC on this PC, it is only used for architecture & gaming in my home. I have eliminated any hardware aspect on this issue. This is purely a Windows issue.


Software

Windows 10 version 2004 build 19041.329


Software issue 1 original issue

Everything was working fine on this PC, and all of a sudden the anti-virus became inactive. Upon inspection, the anti-virus was removed automatically. I tried re-installing it, but it just didn't work, pushed Windows Update, and that is when this error first popped up. I had to format the PC to re-install the anti-virus.


Software issue 2
Everything above, but with a different anti-virus Norton Security.

After using the PC for a couple of days, Windows update, MS Store stops updating and pops this error Code: 0x80070424. The anti-virus mysteriously disappears again, can't uninstall it, or re-install it either. It happened with both anti-viruses. This is definitely not normal behavior, either from a virus or malware. I have performed a complete scan several times after fresh installs.


Software issue 3

All of the above with a different anti-virus Bit-Defender.


I have become sick of this, either Microsoft has some new update screws up everything, or there is something else?
