Windows 10: Help With My Student Laptop

Hello all! I hope you are all well, I need some help with my student laptop.

So basically I'm doing a media course at college (level 1) and due to the current circumstances I've been given a student laptop. And it doesn't have creative cloud installed, when I tried to install it I got the whole "your admin has blocked this application" which is rather annoying.
I contacted my college's IT department to ask them if they could install creative cloud for me, and they responded with the most stupid comment I've ever heard - "On our student laptops we have Microsoft Office installed, this is all you need to complete your course" Which, if I must say (And pardon my french) is the biggest load of shit I've ever heard, because as much as Office is great (I use it every day for my job outside of college) it does not have anything comparable to Photoshop or Premiere Pro (The two programs I need to do my coursework) and they refuse to help me, I don't want to fall behind on my work (I already am thanks to COVID) So could one of you guys please help me find a way to get the suite installed?

This laptop has Bitlocker on the hard drive, I tried doing Net User and things like that but because of bitlocker it wouldn't work, and there is a password on the local admin account that is stopping me from accessing that. I debated trying to reinstall windows and removing the college's restrictions all together, I just worry they'll accuse me of theft or something.

Any idea's here would be greatly appreciated. (From what I can see, it's impossible to boot from a usb stick too)

My friend suggested me go for this Hp 15.6" Pavilion , the price looks great. What do you think about it ? Is it suitable for our students? Is it good ?
