Windows 10: HEVC Video Extensions makes videos play choppy/jittery

Hello! I'm having issues with jittery/choppy videos especially on YouTube that I have isolated to be caused by the app mentioned in the title.I first noticed the issue several months ago while running Windows 10 I have Intel i9-11900H and NVIDIA RTX 3080 laptop. After I removed the app and restarted my PC videos started running smoothly again. After a while I noticed videos got choppy again so I went to look for this app and lo and behold - it was installed again. So I removed it again. Now I'm running Windows 11 and sometime in the last 2-3 days videos became choppy yet again. I went to c

Videos Lagging, HEVC Video Extensions installed

I have videos saved (mp4) that I am having playback issues with. First I was not getting any video at all just audio and a black screen with a format error code 0xc00d5212. I am running windows 10. After doing some research, I was able to download
the HEVC Video Extension and the AV1 video extension. Now my videos play but they are choppy and lag pretty bad. I uninstalled the HEVC app and re-installed with no luck. Is anyone having this issue? I have the videos on a flash drive and can watch them
on any other device just fine with no playback issues.

Why is it no longer available? Does MS plan to make it available again? It was available up until about a month ago.
