Whenever i try opening the quick access menu with wifi,bluetooth and some other settings i get a message saying"we are updating microsoft shell experience host,it should be ready to use again shortly.Also i can't open the search bar and when i click the windows logo button in the taskbar or the keyboard nothing happens they don't work aswell.i've tried stuff like opening cmd in admin and running the sfc command and some other methods but still no solution,this happened to me after i changed the owner of all the folders in my C drive to me,it was by default to"trusted installer" so i changed it

I suggest you to try few of the below troubleshooting steps and check if it helps.

Step 1: Try to end the process from Task Manager and check.

• 
  Press Ctrl+Alt+Del together to open
  Task Manager.
  
• 
  Go to Processes tab, right-click on the Windows Shell Experience Host process and click
  End Process.
  

Step 2: Boot the computer in to Safe mode with networking and if the CPU usage is same.
