Windows 10: High RAM Usage

Hi all

OS: Windows 10 Pro (version 1903 and build 18362.657)
GPU: Sapphire Radeon RX 580 8 GB PULSE
CPU: AMD Ryzen 5 1500X 3.5 GHz Quad-Core Processor (have never overclocked it)
RAM: Crucial 16 GB (2 x 8 GB) DDR4-2133
Motherboard: Asus PRIME B350-PLUS ATX AM4

I've had a strange issue over the past few months with running games, they seem to be running at far lower FPS than they should be with my specs, and often stutter or even crash. At first I believed it was a fault with my GPU, I tried everything from updating drivers, physically uninstalling and reinstalling the card itself etc but it didn't fix anything. I recently contacted the Technical Support team of one of the games I play (Overwatch) and they looked at my logs and noticed that most apps are reporting an error about too much RAM being used, which could be the culprit.

So I had a look at Task Manager and noticed a very high total memory value/percentage being shown, compared to the figures of the actual processes. Now I'm not super technical so I apologise in advance, but here are some screenshots which should hopefully give a better insight.

So from the above screenshots, you'll see that it reports about 68-69% of my total memory being used even though I have 16GB and the processes seem to only using up 2-3GB in total. This is where I'm basically mind-boggled. I've done a bit of research and apparently it can sometimes be an issue with "non-paged files". Now I'm going to be honest, I have no idea what that means but I have taken some further screenshots which should give more detailed information on my memory usage.

Would someone be able to take a look and see if there's anything unusual? I don't want to try replacing my GPU etc yet just in-case it is something I can fix by changing some system settings.

@PolarNettles: yes I have a Gigabyte Z170x Gaming-3 Mainboard with Killer E2200 ethernet controller. Are there known issues with this controller?

@AddRAM: RAMMap did nothing as I emptied all the lists. At first boot RAM usage is normal, but when I work or play some time it kinda stacks up the RAM. Snip of the resource monitor

most of the time i have ram usage like 40-60, but all of the processes are using like 400 mb and i have 4gb ram.
