Windows 10: Hosts File Win10

Greetings- call me noid but after running HiJack This it had a popup stating the hosts file is being a ***** so I pulled up the file in notepad and it is in French?
So.....could SW on my sys be to blame or other?*Confused*sarc

Win10 1703 runs lots of svchost.exe processes

Hi Phillip, it does not answer my question. I know that it is expected to have lots of svchost.exe running. My question is why each svchost.exe is hosting a single service in some of my win10 systems while in other win10 systems, each svchost.exe is hosting
several services like it does in windwos7.

This is the exact message I receive.

Etc folder security properties show nothing set for Administrators group.
