Windows 10: How can I get my programs back after refreshing Windows 10??

I "refreshed" my Windows 10 assuming I'd maintain all my loaded programs including Office and other important programs.....all gone!

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
