Windows 10: How can I perform a system restore on a hacked pc?

So I tried to install something for a game. It came as an exe file and I tried to open it and as soon as I know it something was asking for admin access or something like that and it popped up in my notifications. I tried performing a system restore but it had an error and I'm trying to factory reset it. I can only do it from the boot menu because when I try to use malware bytes it says I dont have access and when I click system restore the settings tab just freezes. On the boot menu it asks me to login to an account and I see an additional account named "john". It was never there before. I changed my password and I try to login to my account and it doesnt work on there but works on my phone. I cannot factory reset it or use my antivirus. How can I fix this?

I suggest you to try creating system restore point manually and check if the restore point is visible or not.

As you are also unable to perform system reset, I suggest you to try resetting system using windows 10 installation media and check if it helps.
