Windows 10: How can I reconnect Phone Link with my Windows 11 laptop?

Suddenly, I can't use Phone Link anymore, I get the Phone Link message that my Windows 11 laptop and iPhone 14 are "Disconnected," although both devices indicate they ARE connected. Have checked all the settings, followed troubleshooting instructions, closed down and restarted -- nothing has worked, So, what can I do to reconnect iPhone and laptop? They used to work together until just recently, and I used them to send and receive texts.

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
