Windows 10: How can I share folders and files across my Home Network?

I have 3 windows 10 devices in my network (1 PC and 2 Laptops). To the best of my knowledge and ability, they are configured exactly the same. I am the owner of all the folders/files.

Device A (PC) can see device B but can't access it.

Device A (PC) can see device C, can access all folders and files but can't modify them.

Device B can see device A and modify folders/files.

Device B can see device C, can access folders but can't access files.

Device C can see device B but can't access it.

Device C can't see device A.

How do I resolve this crazy situation?

I could not help but notice in step 1 you say to enable " Function Discovery Resource Publication "

In most of the posts I have read on Ten Forums they also suggest to enable " Function Discovery Provider Host "

Are you suggesting that Function Discovery Provider Host is not necessary.
