Windows 10: How do I download games from my old pc using delivery optimization?

I changed PCs, but despite having the same Windows account, I can't move installed games' folders to a different pc. Since there's no way of playing games installed on old Windows install on my fresh new one, I thought I could save bandwidth by using Windows' delivery optimization to move files over wifi/lan.

I had both connected to a router, one through WiFi, one through lan, and pulled out the adsl cable that provides the Internet. Nothing happened. The downloads froze, and I assume even now I've restored it, it's downloading through the Internet, even though local files are faster to get. Can I force Windows to use local files only?

• What troubleshooting steps have you tried so far?

In the meantime, we suggest that you turn off delivery optimization. Here's how:

• Click on Start menu.
• Go to Settings.
• Select Update & Security.
• Click on Advanced options.
• Select Choose how updates are delivered.
• If you don't want to download updates from PCs on the Internet, select
  PCs on my local network.

Once done, kindly check if you will still experience the same issue.
