Windows 10: How do I fix WinPE not opening my USB drive?

Hi,I'm trying to install Windows 11 on my laptop a HP Victus 15-fb0015nr, but it won't get past the 'Install a driver' part, and I can't open my USB drive in Notepad. How do I fix this? I really don't want to have to manually deploy the WIM to the SSD again, I've already done that a bunch of times just to reinstall Windows :

So I was looking for a way to make a WinPE USB drive, and in the tutorial I thought perhaps the format portion might actually offer what you are after... If not, perhaps there are some options available that just aren't listed in this tutorial that may be of use.

Disabling USB ports during WINPE Startup

I am booting a machine into a VHDX image and upon booting into WINPE I perform some copy function to overwrite a differencing disk with another on drive D:\. Sometimes when a usb is connected, the copy command fails.

This leads to me considering disabling the USB ports to avoid this issue. IS THERE A WAY FOR ME TO DISABLE USB PORTS ON WINPE?

Formatting and partitioning have no connection to my question, unfortunately, though yes, you can't partition a removable drive with Winows LDM, but it's easy to sidestep.
