Windows 10: How do I proceed from this screen?

My Windows 10 PC was working just fine all along. But now, it gives me this screen with no option to proceed. No buttons, nothing. I tried to do a System Restore but now, the DVD drive (which used to appear in the boot menu before) is no longer appears in the boot menu. Any ideas how I can recover from this? "Learn more" and "Accept" button keep going in a loop. TIA.

Laptop with broken screen How much?

I would like suggestions and look in local stores. I dont wanna buy a laptop from someone online. Sorry. But could be a good idea if you asked him about the performance on older games. Gonna make a list ofall laptops people suggest me.

Remove the screen for space purpose here its small desk and if the screen is opened it will hide my 22 inches lcd
