Windows 10: How do I reactivate Windows 10 after a hardware change?

Recently, I upgraded my motherboard to allow for an upgrade to Windows 11. However, both my existing Windows 10 install and clean Windows 11 install will not activate using the new motherboard.Old Situation:My current license is a retail license originally to Windows 8 Pro. According to the support pages an upgrade to Windows 10 results in a Digital License. I just changed motherboards, and When I follow the the steps listed in the "reactivate windows 10 after hardware change" support page, it gives me the message "unable to activate windows" message after I sign in and identify my device,
with no error code, just a subheader that says "can't activate windows 10 on this device, try again later."

 

Windows 10 won't reactivate after a hardware change

I changed a lot of the hardware on my device recently, however I followed the steps on the Microsoft support page to get my computer ready for the hardware change so that I could reactivate Windows 10 after I changed the hardware. However, now it won't reactivate,
and has the error code 0xC004F025, and when I try to troubleshoot it says "We can't reactivate Windows on this device. Try again later."

My Windows 10 was a free upgrade from Windows 7.
