How do I reject a build in Windows 10 when it keeps wanting to re-install after I've...

I'm currently on version 1709 OS Build 16299.1087. I've been rejecting a build update for a year or two now because whenever my Surface updates, it removes the brightness setting all-together and the display fails to properly turn off resulting in it heating up. I've tried complaining about this all before but haven't gotten any responses or answers. I've tried just updating over and over again to get to a working build or something where I can adjust the brightness setting again. Updating drivers didn't work either.

For the last week, my Surface keeps trying to forcefully update to 1809 despite the fact that I've had to restore backwards to my current build twice already this week alone. Is there anyway I can disable the build updates at this point or will taking my surface into a microsoft store actually do anything to help skip past a broken update?

    :)

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
