I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

I suggest you to follow the below methods and check if it helps:

Methods 1:

Run Hardware and Device troubleshooter.

If your computer is having problems with a recently installed device or other hardware, try using the Hardware and Devices troubleshooter to fix the problem. It checks for common issues and makes sure that any new device or hardware
attached to your computer was installed correctly.

Follow the steps given below:

a. Press Windows + W together.

b. Write Troubleshooting in the search box right up corner and hit enter.

c. Click on Troubleshooting tab.

d. Click on view all option on the upper left corner.

e. Select the Hardware
and
Device options from the list.

f. Click Next to run the Hardware
and
Device
Troubleshooter.

Method 2:

This issue might be because of outdated or in-compatible network drivers. Drivers are created from the manufacturer’s end. Once the new drivers are ready you will receive notification to update the driver or you can download the
latest network driver from the manufacturer’s website.

If no updated drivers available then try installing the available drivers in compatibility mode.

Refer the steps:
