Windows 10: How do I set apps to run on start-up

I use a desktop customisation app called Rainmeter, which I'd like to automatically open whenever my pc starts up. On searching online the only way I found was to use the "Startup" settings section.

However, the setting just displays a blank screen and does not give any options as to how I can
add apps to it. (As seen in the picture)

Help as to whether or not this is a bug, and advice on how to open apps on start-up would be appreciated

Start menu not showing apps in Windows 10

• Have you updated all the Windows updates?
• Since when are you facing this issue?
• Have you installed any update recently?

As a work around, I suggest you to follow the steps below and check if it helps.

Step 1: Run built-in Windows Store app troubleshooter.

• 
  Click on Start search and type troubleshooting and choose 'Troubleshooting'

  Click on 'View All'.

  Run the Windows Store apps troubleshooter.
  

Step 2: I suggest you to check for the latest updates

• Press Windows logo key +R, enter MS-settings: and then press
  OK. This opens Settings.
• In Settings, go to Update & security > Windows Update, and then select
  Check for updates. Install any available updates and restart your PC if required.

Step 1: Try clearing the Store Cache:

• Press the Windows key + R keys.
• In the Run window, type
  WSReset.exe and click “Ok”.

Step 2: Also I would suggest you to run
Windows Store Troubleshooter and check if it helps:

1. Type Troubleshooter in the
search bar and click on it from the list.

2. Click on view all and select
Windows Store Apps and click next.

3. Follow the onscreen instruction.

Step 3: Run Windows Update Troubleshooter

I suggest you to run the Windows Update Troubleshooter. Follow these steps to run Windows Updatetroubleshooter:

• PressWindows key + W and type troubleshooting.
• Select Troubleshooting.
• Select View all on the top left corner.
• ClickWindows Update troubleshooter.
• Follow the on-screen instructions to run the troubleshooter.
• Check if issue persists.

Step 4:

I suggest you to check if the services responsible for Windows update is running. Refer to these steps:

• Press Windows key +R, type “services.msc”
• Locate the BITS, Cryptographic, MSI Installer and the
  Windows Update Services and check if it is running.
• If not, right click on the service and click start to start the service.
