Windows 10: how do i submit an idea?

I recently left my job at a grocery store in Manhattan MT. After leaving the grocery store I realized that I had some ideas relating to an app for groceries. The first part relates a persons grocery list, this part entails knowing the total of your groceries before you even go shopping. My favorite part and most original is that the app contains as many recipes as possible, how much each recipe costs, and where to find the item in the store. A profiling system with rewards would be more than inherent. The last part of the app would entail a program like some of the others where you could order
