Windows 10: How do I transfer windows 10 to a different user on the same PC please?

I now use my spouse's old PC. I think the Windows 10 operating system came with the PC. The licence terms allow me to transfer the licence from one user to another on the same PC the OS came with. How do I do that please?

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

I suspect I mis-posed my question.

• I can't say the exact number of PCs. The number is limited but they are critical PCs.
• They are not connected to a Domain as they are members of a workgroup.
• The network is a LAN.

The question can be posed as: in Windows XP and up to Windows 8 there were tools to migrate user settings and data from a PC to a different one, like Windows Easy transfer (preferred) or USMT.

Are they available in Windows 10 as well?
