Windows 10: How do I turn off the background picture at startup?

I'm running Win 10 home v10.0.17134. When I boot and get the login page, there is a background picture, which changes periodically and has questions on it. I do not want this. All I want to do is log in. How can I turn off this background picture?

I would suggest you to try the following steps:

• 
  Open Desktop Background by right clicking on the desktop clicking Personalization
  
• 
  Click the picture or color that you want to use for your desktop background.
  
• 
  If the picture you want to use isn't in the list of desktop background pictures, click an item in the Picture location list to see other categories, or click Browse to search for the picture on your computer.
  When you find the picture that you want, double-click it. It will become your desktop background.

Go to Settings / Personalization and then click on Lock screen in left side list.

You can choose between Windows Spotlight (that are series of Microsoft pictures you've mentioned), picture and Slideshow.

If yes, I suggest you to try the steps below and check if it helps.

• Press Windows + I key on the keyboard.
• Go to Personalization.
• Click on Lock screen and chose the desired picture.
