Windows 10: how do if fix a grabby mouse that won't drop a window?

I need some help.

If i use the mouse to move a window position by placing the pointer on the window, hold the mouse button, then relocate the window, and let up on the mouse, THE WINDOW STILL MOVES WITH THE POINTER even if I'm not holding the button!!!!!....unless I click again to 'drop' the window.....

Anyone know if there is a 'toggle' for this?...I would greatly appreciate it.

When I move a scroll bar, such as moving down emails in Outlook 2016, moving a window on the display, after I lift the left mouse button, the scroll bar keeps moving or the window keeps moving around, as I move the mouse to the location. This bad performance
began after the Spring major Windows update on one of my notebooks, and on my new ASUS Gl503VD after December updates. I have two clients who have had the problem over a year. I have run numerous Driver updates, removed the mouse updates / reloaded them.

Go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done:

Make sure to update chipset, display and other major drivers from the PC's Support Downloads webpge.

Equally important will be Step 4 to turn off freeloaders at Startup as you may have a program starting with Windows in common that causes this on both PC's, even on your friends PC's.

Hi Don, disable the ClickLock option:

If that doesn't work, you may have a stuck key on the keyboard, or the Left mouse button sticks.
Turn the keyboard over and shake it and blow out the keys with a can of compressed air to remove any crumbs or dust. Try a different mouse.
