Windows 10: How does Windows decide on what view should be used in file explorer?

Question implies does it try to detect what the folder has most of? Like if its videos and photos it tries to use large icons while if its more text files or downloadable apps like drivers it will use details over lists etc? Currently using windows 10 1809

• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

• Open the File Explorer and try to search for files.
• In the toolbar, open the View tab and click List
  to change the view.
• Once changed, close the File Explorer.
• Open the File Explorer again and try to search to see if the setting has been retained.
