    • Before I did anything, I checked in storage sense and verified that the "change where you store your music, photos, apps, and more" settings were all changed to SD Card - they were.
    • I did the soft reset. SD card was scanned for errors upon reboot. Storage sense still claims the video app is using 2.62 GB total. After clicking on the Video app in Storage Sense, it claims it is using 2.59 GB of data (install is 23.46 MB). Of course,
      uninstall or anything similar is still not an option.
    • Going into the video app. First, everything in movies is marked with a streaming icon (same in the TV section). Second, when I go to the movie that had the aborted donwnload, and click on the ellipses icon, there is no "Settings", however, there is a delete.
      Delete does indeed remove it from my collection.
    • Storage Sense still claims there same amount of data is allocated to the video app.

    So, I don't think these steps have done anything other than remove the movie from the collection on my phone (the restore purchases will bring it back - I'd actually gone down this route during my own debugging previously).
