How to block Steam.exe & SteamService.exe from writing to a folder?

Alright the lowdown of this is that "Steam" with their somewhat recent client update now writes literally ~8GB's of useless cached images to a folder located at "\......\Steam\appcache\librarycache".

I'd rather not have my drive space being wasted like this nor do I want to constantly re-download them if I delete them, and simply right-clicking the folder in question, going properties and setting it to Read-only does not work because SteamService.exe just reverts that property.

So I guess next I'll try to deny Steam write permissions via Security tab to that folder, only question I have is from the list of Group / User Names, which one do I choose to set this "deny / write" permission? I'm guessing my own account (which is Admin btw), do I bother with SYSTEM, etc. or can I leave that one and the others be?

Basically these are some newb questions *Redface, I've only ever had to deal with giving myself the proper permissions, not taking them away from something like this SteamService, so I'm still a bit new to this whole process.

    Deus Ex: HR (Steam)

Go into your steamapps folder, and this is kind of a pain, but find the ACF file for Deus Ex and make sure that the location listed there matches the actual install location. I've had to do this before, which sucks because I have a ton of appmanifest files.
