Windows 10: How to change lock screen password or startup password in Windows 10 190918363.720 version?

Earlier to windows 10 1909 version, we can easily change our lock screen password insign-in options but in this version i have tried much but no result, it just changes password of Microsoft account, however screen lock/startup password is same. how can i fix it or where from i can change my startup/screen lock password?

Windows Startup password

Is it possible to remove a startup password without being able to log into the system? A friend's laptop just prompt her today for a password that she never enabled. Now, she does have a standard user account password, but that doesn't work for the startup password. She had the computer for about a year now and it has never asked for a startup password until today.

I tried to use Hiren Boot CD to run a diagnostic on the laptop, but it has a bsod. Windows 10 normal boot crashes as well

Unable to change the password on my Local PC Windows 10 lock screen.

Thanks for the suggestion but I have already changed my Microsoft password following those exact steps in the link. I was able to successfully change my Microsoft password but that doesn't do anything to the local screen lock password on my pc. That
password is still the same and was set up before I got Windows 10 last year. When I enter ctrl, atl, delete I don't get the option to change my password like in previous Windows versions.
